Citizen’s Climate Network

Citizens’ Climate Network

About this project

This project aims to establish a community-based network that is locally owned with direct community engagement to raise the communities’ awareness about climate related issues and adaptive measures and bring their perspectives about climate risks and actions to policy dialogues. The CNN acts as demonstration sites of sharing resources and stories in each community and to spread ideas and inspire other communities to join the network and conversations that will strengthen their adaptive capacities and the local voices on policy dialogues about climate actions in rural Cambodia.

Funded by the Unites States under the PACT-US Partnership program “Mekong Connections: Governance, Transparency, and Local Voices”, the CCN will be piloted in two provinces in rural Cambodia. The two provinces are Prey Veng and Pursat, which are starkly different in climate change exposure, geographical and socio-economic characteristics, and adaptive capacities. We know that climate effects and adaptative capacities are transboundary and community-based networks can be dramatically scaled up within and across borders while retaining and building on the core value of locally owned, participatory processes, which we plan to test through the parallel pilots. The pilots will provide prototype for materials and modalities for a sustainable CCN, and share lessons learned on challenges and success factors in strengthening local networks.

Piloting Citizens Climate Network (CCN) in Cambodia. First meeting in June 2022.

This video captures some of the activities in the first meeting of the pilot Citizens Climate Network in Pursat. The CCN is a 6 month pilot in rural Cambodia that provides a forum for the communities to share experiences and contribute to policy dialogues about climate change and adaptation.

Living organically: learning from the CCN

CCN member in Pursat describes how he cultivates soil and vegetables in his backyard

Seeds to vegetables: how a CCN member combines subsistence with livelihood

A CCN member in Prey Veng shares her story of growing vegetables for her family and earn extra income.

Learning from the CCN: Phat Saroun’s story

Phat Saroun was a CCN member in the Pursat province. When the CCN pilot finished, she volunteered to be a CCN champion to continue the efforts of CCN in raising community awareness of climate change and practical adaptation. In this clip, she talked about her experience in the CCN.

CCN from the local facilitator’s view

Mr Phoern Hom is a farmer from Boeng Kok village, Pursat province. He shares his view about the CCN, why he joined as a local facilitator and what he learnt. He is continuing the CCN efforts as a CCN champion by sharing knowledge about climate change and adaptation, and mobilising his village to grow vegetables.

Piloting Citizens Climate Network (CCN) in Cambodia. October 2022 Report.

The objective of the 5th month CCN activities is to raise awareness and to induce discussion about the connection between climate change, water, hygiene practices (sanitation) among the CCN members. The knowledge materials presented during this 5th session allowed the CCN member to learn about the impact of poor hygiene practices that link to malnutrition in child/adult and social welfare. Participants also learn about disadvantage of different type of trash and practice sorting them in the designated bins. The discussion also involves them to tackle their current problems related to hygiene practices of their communities.

CCN Pilots Evaluation and Insights Report

The evaluation reports on the extent to which the pilot has met its criteria for success based on Theory of Change. The report provides insights into how the project has engaged participants to the pilot, during the pilot and after the pilot has completed. What are the impacts of the pilot on the broader experience and behaviours of participants relating to climate change and adaptation, and as climate actors that can influence policy.

Grassroots adaptation through the Citizens Climate Network: Implications for climate change adaptation policies in rural Cambodia. Policy Brief

This policy brief provides policy rationale for the CCN pilots. Drawing on the first two months of the CCN pilots, the brief poses the questions for policymakers in Cambodia: 1) How to translate policy plans to adaptation and mitigation actions that are effective and sustainable?; 2) Which policy plans should be prioritized and through which mechanisms and channels? 3) What are the benefits of immediate actions compared with costlier delays?

Empowering climate change adaptation at the grassroots level: A pilot of the Citizens Climate Network in rural Cambodia. Learning Brief.

This learning brief summarises the CCN pilots’ activities and results in two provinces in rural Cambodia. The findings strongly point to the effectiveness of enabling citizens at the village level to take up adaptation actions to counter increasing climate change risks and impacts. The study offers the CCN as a practical, cost-effective, and sustainable mechanism to effect Cambodia’s National Adaptation Program of Actions to Climate Change (NAPA) 2006, in ways that address their adaptation needs and build resilient communities.

Piloting Citizens Climate Network (CCN) in Cambodia. September 2022 Report.

The objective of the 4th month CCN activities is is to raise awareness and to induce discussion about the connection between water and livelihood among the CCN members. The knowledge materials presented during this 4th session allowed the CCN member to learn about the present of water system on earth, source of freshwater, the connection among different sources of water in its natural water cycle, and how important it is life, water management, and productive water use.

Piloting Citizens Climate Network (CCN) in Cambodia. August 2022 Report.

The objective of the 3rd month CCN activities is to raise awareness and to induce discussion about drought (causes, impact and adaptation) among the CCN members, which the starting point to promote their interest in climate change issues in relation to their livelihood. The knowledge materials presented during this 3rd session allowed the CCN member to learn about basic knowledge of drought science including the natural and manmade cause of drought, drought impact on Water, Sanitation and livelihood, common strategies to cope with drought at household and commune level.
